答复：根据新《商标法》和《商标法实施条例》的有关规定，工商总局于2014年7月14日印发了《关于商标代理机构备案有关问题的通知》。通知要求，自2014年5月1日起，商标代理机构备案以及已备案商标代理机构的变更、合并、注销、结算等事宜由商标代理机构自行向商标局办理。商标代理机构应当依照中国商标网上公布的《商标代理机构备案办理须知》和备案书式办理备案事宜。
